Use when the user asks for Seoul, Busan, or other province average gas/diesel prices. Do NOT use for nationwide single-row averages (get_national_average_prices), nearby stations, or station detail. Returns items with sido_code, product_code, and average_price_krw_per_liter. Requires APIFUSE__PROVIDER__KOREA_FUEL_PRICE__OPINET_API_KEY.
