stableLists Korean city/province codes used by the TAGO train station catalog. Use when you need city_code values before listing stations or when discovering which cities have intercity rail stations. Do NOT use for subway-only city lists or geocoding addresses — use list_stations with a known city_code for station ids, and a maps geocoder for addresses. Returns the complete unpaginated city catalog (city_code, city_name) — upstream GetCtyCodeList ignores paging. Requires a data.go.kr service key; free-tier rate limits apply.

Use when resolving a station name in a city to its NAT-style station_id, or browsing stations in Seoul/Busan/etc. Do NOT use for subway station codes or realtime arrivals — this is intercity rail only. Returns station_id, station_name, and honest upstream pagination totals. city_code must come from list_cities.
